なぜCLIは必要なのか—透明性が支える原子力安全 | Why CLIs Matter: Transparency as the Foundation of Nuclear Safety

2026年6月27日・28日に福島県双葉町で開催されたOECD/NEA国際ワークショップにおいて、ANCCLI(Association Nationale des Comités et Commissions Locales d’Information/フランス全国原子力施設地域情報委員会連合)会長のジャン=クロード・ドラロンド氏がビデオメッセージを寄せました。

本メッセージでは、フランスにおけるCLI(地域情報委員会)制度の歴史とその意義が、簡潔かつ分かりやすく語られています。

1970年代初頭の誕生の背景から、スリーマイル島・チェルノブイリ・福島という国際的な原子力事故がCLI制度に与えた影響、そして本年で制定20周年を迎える2006年の原子力透明性・安全法の成立まで、その歩みが紹介されています。

最後に、ドラロンド会長は、「透明性は安全の付加的な要素ではなく、安全の主要な条件である」という言葉でメッセージを締めくくっています。

At the OECD/NEA International Workshop, held on 27–28 June 2026 in Futaba, Fukushima Prefecture, Jean-Claude Delalonde, President of ANCCLI (Association Nationale des Comités et Commissions Locales d’Information, the French national association of local nuclear information committees), delivered this video address.

The talk offers a concise and accessible overview of the history and significance of France’s CLI (Commission Locale d’Information) system — from its origins in the early 1970s, through the influence of the Three Mile Island, Chernobyl, and Fukushima accidents, to the 2006 law on nuclear transparency and safety (marking its 20th anniversary this year).

President Delalonde closes with the statement that “transparency is not an additional element of safety — it is a primary condition for safety.”
